I disagree that I-83 "is perfect the way it is." For those of us who travel it every day, it's a different story. The morning traffic congestion at the split from 7:00 until 9:00 is terrible. Even 10 years ago, it was bad. How do I remember? That was the year my husband and 2-month old daughter were rear-ended by a tractor trailer when the traffic was stacked in the right lane. By the grace of God, they were not seriously harmed, but it could have turned out much differently, and it does for others. I don't know the answer, but it's not "perfect the way it is."

I think the cost of leadersheights was about 70 million. At that time the MPOs were responsible for interstate projects in their area. Leader heights is in the York MPO. The I-83 split is in the Harrisburg MPO. In the last ten years the Harrisburg MPO has rebuilt I83 from the wade to the 81/83 split, reconnstructed US322 near Halifax, built the 581 connector and is currently funding US15/581. The problem is that there is not enough money to build everything. Now the interstate projects are managed by the State.

I'd love to know how much was spent on the Leader Heights project, and given the choice, why that took precedence over the obviously out-dated and dangerous bottleneck at the i83 split.
