Philadelphia officials say one police sergeant and five officers have been removed from street duty as they investigate a video showing three suspects being kicked, punched and beaten during a traffic stop.
Police Commissioner Charles Ramsey says investigators are still trying to identify all the officers at the scene.
The arrests Monday night were caught on tape by a TV helicopter.
Authorities are having that recording enhanced to help them identify the other officers at the scene.
A mayor's spokesman says more than a dozen officers will be taken off the street pending the investigation.
Ramsey says no weapons were found in the car or on the three men who were arrested Monday.
Police, however, had witnessed the men shoot three people on a drug corner moments earlier.
