The video shows a woman, handcuffed behind her back, staggering down a hall inside the Dauphin County Prison.
The woman is being led by Corrections Officer Daniel Hosler. At one point, the woman's head hits a doorjamb.
Was it an accident? Was it the result of a drunken woman's loss of balance? Was it an intentional act by Hosler?
A Dauphin County jury reviewed the tape, and determined Hosler was not guilty of assault charges. They acquitted him assaulting the female inmate, and another male inmate in a separate incident.
"It was good," Hosler said of the verdict. "I knew I wasn't guilty, so it was good."
But Dauphin County prosecutors say they stand behind their decision to charge Hosler criminally.
"It appeared to be an intentional act," said prosecutor Mike Consiglio. "That he intentionally walked her into a doorjamb."
Consiglio said his case was weakened because the woman in the video is wanted on an outsanding warrant, and did not show up to testify at the trial.
"It certainly doesn't help for a jury to make a tough call on a person who has a tough job, when the victim doesn't appear," Consiglio said.
Mark Andreozzi is from the Teamsters Local 776 Union, which represents Dauphin County Corrections Officers.
"A jury has viewed this tape, and rendered their decision after viewing the tape," said Andreozzi. "I think this is kind of counter productive to restoring harmony and the mission that the correction officers have to perform at the Dauphin County Prison."
Hosler will return to his job next Monday. He says he expects to be paid back wages for the ten months he was suspended.
"He's weathered it very well," Andreozzi said of Hosler. "I think it's been hard on him and hard on his family."
