The Berks County commissioners have postponed a vote on a proposal to try a four-day, 10-hour per day work week.
The proposal could affect as many as 500 county employees.
Officials say the idea is simple: to cut back on commuting costs in the face of rising gasoline prices.
The commissioners said on Thursday they want to have department managers and union leaders review the plan further before they vote on it.
They say there are concerns the flexible scheduling will have a negative impact on workers' productivity.
The voluntary program would last for six weeks. Those employees who work 24-hour shifts and workers in the court system would be exempt from taking part.
The commissioners are also looking at ways to encourage employees to car pool.
