Wormleysburg, Pa. - Ronald Frank has been a long-time member of Wormleysburg Borough Council. And that won't change anytime soon, unless he resigns.
Frank was arrested Wednesday on charges he molested three teenage boys.
In addition to his duties on council, Frank serves as commissioner for the West Shore Bureau of Fire. Police said his victims wanted to be junior firefighters.
Frank is accused of performing sex acts on the boys two years ago at his home and office and inside his truck.
He is behind bars on $250,000 bail.
Wormleysburg Borough Council President Thomas Martini said Frank can't be removed from his seat unless he is convicted of the crimes or resigns, because he is innocent until proven guilty.
"It's sort of a stalemate," Martini said. "There's not a whole lot we can do."
Still, Martini said it would be best for Frank to resign, although he said he was not in a position to persuade him to do so.
Martini expressed shock at his colleague's arrest.
"It was certainly a situation that's difficult for anybody to comprehend," Martini said. "It was a tragedy for all involved...the poor kids."
Borough Manager Gary Berresford confirmed the borough cannot take action against Frank.
"We're waiting to see if Mr. Frank is going to resign," Berresford said. "He was really perceived highly in the community by everybody that I knew."
Police said Frank gave them a written statement, admitting to performing the acts on two occasions. In the statement, police said Frank said he was stressed because of financial and health issues, and was "looking for comfort in the wrong place."
