Harrisburg Issues Tax Refund to Homeowners

It's not often that government can be criticized for giving taxpayers a refund.
But the State Department of Education is requiring the Harrisburg School District to return money to homeowners who were overcharged under a new law called Act One.
The checks will soon be in the mail, but to many it does not add up.
The Harrisburg School District admits making a slight miscalculation. It over billed taxpayers.
The State caught it and in a letter insists that the district repay the the roughly 59,000 dollars.
So the school district will spend between 20 and 30,000 dollars to cut and mail checks.
The average homeowner will get $1.94.
The city school district isn't talking. They're afraid anything they say to ABC 27 would be critical of the state and they feel they've got enough enemies there. The state department of education isn't talking either but harrisburg homeowners are talking.
"It's absurd. They shouldn't. It's ridiculous what more can you say," Harrisburg homeowner Jarvis Kates said.
"To spend 20 to 30 thousand dollars to give back 60 thousand dollars seems like a serious waste of taxpayer money and that's whose pockets it's coming out of, your pocket and my pocket. Isn't there some other place we can put it. Charity?"
Actually, no. And there is no deducting it from next year's taxes. The State was firm in saying it must be paid back, now.
So Harrisburg homeowners, $1.94 is headed your way.
"Not much can do with a dollar 94. Can't even get gas for a dollar 94. Not a gallon? No," said Sally Kane
You cannot even get a Spot Dog for $1.94.
But city homeowners do have indigestion over the whole deal.
It might be fun to laugh about the inefficiency of a $1.94 refund, but the $30,000 the district will spend distributing the checks could have paid for a teacher's aid.
