Twenty-five-year-old Shawnta Moody is charged with three counts of endangering the welfare of a child. She is free on $5,000 bail. Police say Moody's father also lived at the address, but he is not charged.
Police say Moody's three children, ages 5, 2, and 4 months, were taken into custody and released to a family member.
"I just want to say that the conditions were deplorable," said Lt. Mike Dzezinski. "If the word 'inhumane' is what you want to use, that might come very close."
Shawn Johnson spent the holiday weekend clearing out debris from the property. He says he remodeled the home just six months ago. He now calls it a "disaster area."
"If you can imagine it, it was pretty much in there," Johnson said. "Leave it to the imagination."
Sources on the scene tell abc27 when the family's couch was moved, crews found dirty diapers and used tampons underneath.
"I would never want any kids to come in here, ever," Johnson said. "I wouldn't want my kid even close to here."
Neighbors say they've complained about the family - and the smell - for weeks.
"I've been in that house," said David Brown, who lives two doors down. "It's nasty. It's disgusting."
"They live like pigs," he added.
Johnson says the home will have to be gutted. Cleanup is expected to take weeks.
Shawnta Moody has a scheduled court appearance on Wednesday morning.
