Hummelstown police said the investigation determined the 17-year-old driver was not at fault.
Police said Reece Kelly was skateboarding on an access road to the high school August 21 when he rolled into the path of the car. Skateboarding is prohibited on school property.
Police said the driver was not speeding or using her cell phone at the time of the accident, but that sun glare may have been a factor.
Police chief Charles Dowell called it a "terrible set of circumstances".
