West Manchester Township police said the bus was struck from behind as it was stopping to pick up students on Carlisle Road.
The bus driver had activated the yellow flashing lights and was about to activated the red flashing lights when the crash occurred, police said.
The driver of the pick-up truck, 69-year-old Homer Salzman, of York, reported he was blinded by the sun and did not see the bus stopping in front of him.
Police said Salzman was going about 25 miles per hour, ten miles per hour under the posted speed limit. He will be cited for traveling too fast for road condition, police said.
