They say a 20-month-old boy was recently found with second- and third-degree burns on his body. He also had a bite mark on his shoulder.
What's more, police say the boy was unbathed and filthy. They described his mother's home as "trashed." They say they also found him running through the street naked while his mother was napping.
His mother, 20-year-old Jessie Head, was arrested and charged with endangering the welfare of a child.
Her boyfriend, 20-year-old Michael Barksdale, Jr., was also arrested and charged. Police say he admitted he knew about the injuries.
The two lived in a townhome on Virginia Avenue.
Police say a doctor alerted authorities after Head's mother intervened and sought medical attention for the boy.
"She absolutely did the right thing and I commend her for it," said North Middleton Township Police Cheif Jeffrey Rudolph. "Fortunately right now the child is recovering and out of the care of his mother."
Rudolph says the child is staying with his grandmother.
Head and Barksdale are being held in the Cumberland County Prison on $5,000 bail.

Sick......these young people having children when they should be using birth control. You need a license to have a dog, and a license to fish, hunt, etc. But anyone can have a child and put him/her through this abuse and neglect without having any thought or remorse about it. They both need to sit in jail for a while and think about their actions.......and then they need parenting classes.
