Harrisburg, Pa. - A Pennsylvania lawmaker has introduced legislation that would ban all drivers in the state from text messaging on cell phones.
House Bill 2070, authored by House Transportation Committee Chairman Joseph F. Markosek, would also ban those who hold a learner's permit or a junior license from using any wireless communication device while driving.
The bill would exempt motorists who are contacting 911 or have stopped because of traffic being obstructed and the driver has the vehicle in neutral or park.
Violations would be punishable with a $50 fine. Fines would be doubled to $100 if the offense happened in a school zone, active work zone, highway safety corridor or emergency response area.
"There were some of our colleagues who wanted points and wanted it tougher," said Rep. Markosek. "Others want it weaker. This is a compromise at the end of the day. We decided the best bet to get this passed quickly is to have no points involved."
"Anyone who has driven on the road in the last six months knows there really is no explanation necessary for why this legislation is so desperately needed to make our roads safer," said Rep. Eugene DePasquale (D-York).
Markosek said the bill could be voted out of the House Transportation Committee as soon as this week.
