Harrisburg, Pa. - A Pennsylvania lawmaker has introduced legislation that would ban all drivers in the state from text messaging on cell phones.

House Bill 2070, authored by House Transportation Committee Chairman Joseph F. Markosek, would also ban those who hold a learner's permit or a junior license from using any wireless communication device while driving.

The bill would exempt motorists who are contacting 911 or have stopped because of traffic being obstructed and the driver has the vehicle in neutral or park.

Violations would be punishable with a $50 fine. Fines would be doubled to $100 if the offense happened in a school zone, active work zone, highway safety corridor or emergency response area.

"There were some of our colleagues who wanted points and wanted it tougher," said Rep. Markosek.  "Others want it weaker.  This is a compromise at the end of the day.  We decided the best bet to get this passed quickly is to have no points involved."

"Anyone who has driven on the road in the last six months knows there really is no explanation necessary for why this legislation is so desperately needed to make our roads safer," said Rep. Eugene DePasquale (D-York).

Markosek said the bill could be voted out of the House Transportation Committee as soon as this week.

That's brilliant....and your actions support your first statement.  You could also wear night vision googles and see just fine at night....although it sux to be everyone who can't see your car.  The intent behind most public safety laws are to protect the public at large rather than offering a challenge to beat "the establishment".  I suppose you could apply your logic to bald tires and worn brake lining,....just never brake hard and too bad for those who get T-boned when you can't stop.  Fortunately, we have state inspections,... not to protect the individual in their own car as much as to protect the innocent public who must share the road with other drivers..... drivers like you ?  The cell phone ban is also not intended to curb vehicular suicide...it's to protect the innocent who could be killed by someone texting. It's the same reason why hunters by law aren't supposed to shoot toward houses....you'd think people could figure this stuff out, but they cant , so we have laws upon laws to try to protect us from the  stupid.
